Despicable?

A Sarawak minister is reported as describing the action of some Sarawakians as “despicable” when they were said to have remained seated during the playing of the national Anthem:

Might it not be time for him to note the actions of his boss Taib and his fellow Ministers in destroying the entire rain forest of the State for their personal profit?

Or is that “praiseworthy” rather than despicable?. The Minister apparently thinks that the non-standees should be jailed. What is his position on the Ministerial thieves who have robbed the State of all its riches?
